The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of contrasting events captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: positive announcements are delivered from different nations. Considerable effort is allocated on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from across the border, a ability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense thundered: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through partner states. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly transforms into grim resignation: maybe the incoming missile won't cause damage this time, protecting urban areas from devastation and further power outages.

Persistent Threats

Soon after, a automatic firearm opened up on a drone close by, part of a rapid response unit – almost certainly imported technology. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its target.

Periodically, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's vital need on international aid – a reliance that neighboring countries are evidently unprepared to substitute in the short term.

Failed Diplomacy

The detailed framework from Washington provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new proposal from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, certainly, persist.

Tactical Assessments

It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington works based on a principle understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unfeasible to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's occupied territories.

The problem is that while recognising this factual reality, Washington does nothing to discourage Russia, through words or deeds, from believing that the status quo will not shift further in its favour in the coming year.

Divergent Views

Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a complete military breakdown until situations evolve in its favour.

Present Conditions

Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are guiding negotiations.

Assessment and Future

It took a only one week to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all served their function.

While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
